- If local custody ended, ask whether staff can identify the departure date and distinguish community release from transfer.
- Search MiCOURT in the court that handled the case. Look for bond, dismissal, sentence, time-served, probation, or transfer authority.
- Request the Sheriff’s booking, custody, and release entries when written confirmation is needed. Include a narrow date range and known incident or booking number.

Use the current Sheriff FOIA form linked from the office homepage. The older PDF form remains useful for planning a request because it identifies subject name, known birth date or address, date range, incident type or number, and requester contact details. It says a fee may apply and an estimate can be provided in advance. No flat Tuscola release-record or booking-photo price was found.
Michigan FOIA generally gives a public body five business days to grant, deny, partly grant, or issue one extension of up to ten business days. Exempt, private, juvenile, sealed, or law-enforcement-sensitive material may be withheld or redacted. Ask for all reasonably segregable nonexempt portions. That phrasing lets the office release what the law permits even when part of the requested file cannot be disclosed.

OTIS may then show a prisoner after state intake. Processing can lag, so the judgment and Sheriff record help explain the gap.

Tuscola Jail Record Fields
Tuscola County does not publish a public field legend for its internal jail system. A request should name the needed facts without claiming that the Sheriff uses a specific screen label. Tuscola Jail History and Release
The current site has a long local history. A 2023 county jail proposal Q&A says construction began in 1965 and that additions followed in the 1990s. It describes a linear design and space and separation limits. The document proposed a new 120-bed building beside the old jail, based on a study that suggested 120 to 140 beds. Those details describe a proposal at that time. They do not prove that a replacement has since opened.
The same document can cause two search mistakes. Its phrase “72 hours or less” concerns short-term holding cells in a design discussion, not a rolling list of people released during three days. It also calls the Chambers Road property an old reentry facility that had closed and was being demolished. That property is not an active Tuscola prison and should not be used as a present release-record source.

Tuscola Jail Release Authority
A court entry and physical jail release are separate events. The 71B District Court handles misdemeanors and the preliminary parts of felony cases. Its Magistrate and Criminal and Traffic Division keeps pending criminal and traffic filings, and the court specifically directs a person released on bond to contact the Magistrate with questions. After a felony bind-over, the 54th Circuit Court handles the case, while the County Clerk is the circuit-record contact.
Read the docket for bond orders, dismissal, plea and sentence entries, jail credit, time served, probation, or transfer authority. Then call the Sheriff to learn whether checkout was completed. Another warrant, hold, or case can delay departure after a judge signs an order. Likewise, a sentence to MDOC may look like a local release when it is a state transfer.
If MDOC receives the person, open OTIS and search by offender number or name. A Prisoner status means custody continues. Parolee means the person left prison but remains under state supervision, while Discharged means MDOC supervision has ended. An Earliest Release Date is only the first point for parole jurisdiction. It does not prove that a prison release occurred.
